2009 KENTUCKY STATE HIGH POWER RIFLE CHAMPIONSHIP

Date:  Kentucky State High Power Rifle Championship – September 26, 2009

Location:  Scott Mountain Range, Fort Knox, Kentucky. 

Eligibility:  The State High Power Rifle Championship is open to individual members of the NRA who are also members of the KYSR&PA or their state association of residence; active duty military personnel are exempt.  Juniors may be members of an NRA affiliated Junior Rifle Club.    

Entry Fee:  Kentucky State High Power Rifle Championship: Adults = $35.00, Juniors = $15.00. 

 

Make checks payable to the Meade County Sportsmen’s Club (MCSC). 

Match proceeds support junior high power programs. 

 

Entries:  The range capacity is 50 shooters.  A roster of all competitors and their firearms must be submitted to Fort Knox security personnel 10 days before the match.  Therefore, all shooters must have advanced entries.  Advanced entries must include NRA number, name, complete address, telephone number, vehicle license plate number, and payment of entry fee for each individual.  All advanced entries must reach the match coordinator at least 10 days before the match date.  Advanced entries will be refunded if notice of an entrant’s cancellation is given no later than 10 days before the match.  A self-addressed, stamped envelope must also be sent if the entry is to be acknowledged.  The matches are held on a military post and may be cancelled by the Army with little notice without a phone number you may not be advised of a schedule change.

Rules:  The Kentucky State High Power Rifle Championship is a NRA Registered Match.  Unless modified by this program, current NRA rules will apply.  The jury system (Rule 11.2.1) will be used to interpret and resolve any rule disputes.  Open bolt indicators are required (Rule 3.21).  All competitors will wear eye and ear protection (Rules 3.19 & 3.20) in the pits.  All competitors will wear hearing protection on the firing line where eye protection is also highly encouraged.  Competitors will score, work in the target pits, and assist the Range and Pit Officers as required.  The use of plug type scoring gauges is restricted to the Pit Officer only. 

 

Rifle:  NRA match rile (Rule 3.3) or NRA service rifle (Rule 3.1, 3.1.1, or 3.1.2). 

Ammunition:  Any safe ammunition (NRA Rule 3.17.B). 

Challenges:  A $3.00 fee in exact change must accompany any challenge.  The fee will be refunded if the challenge is upheld. 

 

Classification:  The Kentucky State High Power Rifle Championship will use the NRA classification system.  A current NRA High Power classification card, temporary score book, or assigned classification is acceptable.  If four or more unclassified competitors compete they will be placed in a separate class, otherwise they will shoot as Masters.  An unclassified shooter is a competitor that has not shot in an NRA Registered or Approved match within the past three years.  Unclassified shooters must be sponsored by a classified shooter. 

 

Squadding:  Squadding starts at 7:30 am eastern time.  Advanced entries honored until 8:00 am. 

 

State Championship Match Schedule:  Firing will commence at 8:30 am. Saturday, Sep 26, 2009

Match 1 – 200 yd. Slow fire, standing; two sighters & twenty record shots in 22 min; SR-1 target. 

Match 2 – 200 yd. Rapid fire, standing to sitting or kneeling; two sighters in two minutes and two – ten shot strings in 60 seconds each; SR-1 target. 

Match 3 – 300 yd.  Rapid fire, standing to prone; two sighters in two minutes and two – ten shot strings in 70 seconds each; SR-3 target. 

Match 4 – 600 yd.  Slow fire, prone; two sighters and twenty record shots in 22 min; MR-1 target. 

Match 5 – The Kentucky State High Power Rifle Championship aggregate of matches 1-4. 

 

Awards:  Individual trophies will be awarded for Match Winner (if not also High Resident) and State Champion for Match 5.  Trophies or medals will also be awarded for High Service Rifle, High Police, High Junior, High Woman, and High Senior (60+) if at least 4 shooters compete in a category for Match 5.  Individual trophies will be awarded to Match Winners in Matches 1-4.  Individual medals will be awarded for First in Class and Second in Class for Matches 1-5.  If there are less than four competitors in a class, they will be grouped up into the next higher class. 

 

General:  Bring your own food and water; there will be no lunch break.  Competitors should car pool and park as many vehicles as possible in the 600 yard line parking area.  If personal vehicles interfere with running the match smoothly, vehicles may be left at the 600 yard line. 

 

Motels:  There are several inexpensive motels near the range, including:

Best Western Gold Vault Inn, 1225 N Dixie Hwy, Radcliff (270) 351-1141. 

Golden Manor Motel, 346 Dixie Hwy, Muldraugh (270) 942-2800. 

 

Directions:  From Highway 31W, Dixie Highway, in Muldraugh enter the post through the Brandenburg Gate and continue to Frazier Road (just before the railroad tracks), turn left onto Frazier Road and go to the four way stop at Wilson Road, go straight through the intersection and travel down Main Range Road past French Range.  Continue down Main Range Road and go down an extremely steep hill, at the base of the hill turn left onto Porter River Road.  Follow Porter River Road across the bridge to the first gate on the right, turn right and go up the steep hill on the gravel road. 

 

Gate Procedures:  All shooters must use the Brandenburg Gate to enter Fort Knox.  Have a picture ID and a match program ready when arriving at the gate.  Tell the gate guards you are traveling to the rifle match and that you have one or more firearms.  Bring only the firearms you plan to shoot.  Your vehicle may be searched and you may be asked for vehicle registration and proof of insurance.  This happens to everyone entering the post whose vehicle is not registered on Fort Knox, not just people with firearms.  It will be extremely helpful to be cooperative and polite when answering all questions from the guards.  Unless on official law enforcement business, Ft Knox considers peace officers as civilians and subject to all these requirements. 

 

CAUTION:  These matches are held on a U.S. military installation and all personnel will be subject to all applicable federal laws and military regulations when traveling on post.  Concealed Carry Permits are not valid on federal installations and carrying concealed weapons of any kind on Ft. Knox is against federal law and military regulations.  Competitors are advised to arrive at Fort Knox early in order to process through the gate and arrive at the match promptly.  All firearms will be unloaded and secured in an appropriate storage container.  Ammunition will also be stored in appropriate containers and kept separate from any firearms.
